This is fairly complicated, if you were to pressure him you may end up making him commit only to make you happy. In which you at least know he cares about you. Where that is troublesome is that what if he isn't ready? If he isn't ready to commit he could feel as if he lost his independence and opportunity to better himself. I think your best choice is a laissez faire approach. Give him time to gather his thoughts. If you pressure him, he may just be doing something out of obligation rather than want. Although you said though he is a bit of a shy person. Not one to act on his impulses. He may need a nudge in the right direction but don't make him feel obligated to stay or work things out. If he really loves you, he strive to be together. If he really needs time, let him have it.
