Why did Queen Victoria look pissed off in all the photographs taken of her during her lifetime?

Did this woman ever smile at anything? She had a permanent scowl on her face and seemed really fed up all the time. So whats the story ? Had she too much time on her hands and was bored senseless? If she had to work for a living instead of being a queen perphaps she might have cheered up a bit?
